If the poor are to participate in civil society, the challenge is to build bridges between the world of the poor and the world of the non-poor, and to secure a two-way traffic across those bridges.Poverty can neither be eradicated, nor alleviated, without such bridges being established. The poor are marginalized from civil society, butcauses and manifestations of poverty are woven into the way social and economic structures are organized in the world of the non-poor. Therefore, poverty cannot be understood as a phenomenon isolated from society at large.
