Forholdet mellom fag og politikk er sentralt i forvaltningsforskningen. Denne artikkelen tar for seg leveranser fra vitenskap til politikk og forvaltning i første halvdel av 1900-tallet. I en tid hvor forvaltningen for noen felt, som på matområdet, hadde svakt utbygde forvaltningsorganer, benyttet staten eksperter fra ulike fag og institusjoner. Her undersøkes bidrag fra en ekspert, Sigval Schmidt-Nielsen (1877-1956), professor i kjemi ved Norges tekniske høgskole (NTH). Schmidt-Nielsen bidro til utforming av lovgivning om matkontroll og til håndtering av problemer med matforsyningen under og etter første verdenskrig. Han utførte oppgaver for forvaltningen fra sitt vitenskapelige virke. Materialet er tekster knyttet til matkontroll og matforsyning. Gjennom å analysere tekster, finner vi fram til hvilke roller og verdier vitenskapen bidro med til forvaltningen. Fagkyndigheten befant seg utenfor forvaltningen, men bidro til så vel helsemyndigheter, som landbruks- og handelsmyndigheter gjennom fire tiår fra 1910 til 1945. I artikkelen tas det til orde for å studere forholdet mellom fag og forvaltning gjennom konkrete studier av kunnskapsaktører, leveranser og deres kontekst.
