Creating a library service for scholarly open access journals

In 2008 the University of Bergen Library started a project for supporting independent open access journals at the University of Bergen.1 The service was aimed at already existing journals that wanted to convert to an open access model, and to research groups that planned to establish a new electronic journal with open content. This paper will focus on the experience gained from serving the scholarly open access journals at the University of Bergen Library – first and foremost the challenges connected with establishing such a service. There is also the question as to what degree libraries should offer this kind of publishing service: should academic libraries act as publishers of scholarly journals? I 2008 mottok Universitetsbiblioteket i Bergen prosjektmidler for å utvikle en støttetjeneste for åpne elektroniske tidsskrift ved Universitetet i Bergen. Tjenesten hadde som mål å fange opp og tilby støtte til uavhengige tidsskrift som ønsket å konvertere et allerede eksisterende papir- eller elektronisk tidsskrift til open access, og til fagmiljø som ønsket en tjeneste for oppstart av nye tidsskrift med åpent tilgjengelig innhold. Denne artikkelen vil fokusere på de erfaringene biblioteket har i forbindelse med etablering av en slik støttetejeneste. Prosjektet har vist at det finnes interesse og behov for en bibliotektjeneste til støtte til små, uavhengige tidsskrift på institusjonsnivå. Det er likevel et spørsmålet om, og i hvilken grad, forskningsbibliotek skal ta på seg rollen som tidsskriftsutgivere.
