This master’s thesis is based on an analysis of seaweed cultivation and seaweed harvesting in Norway. The aim is to identify companies and contributors in the seaweed industry and look at what characteristics and which conditions exist in the industry. The seaweed industry is relatively new in Norway in terms of commercial utilization of the raw material in a large-scale industry. Through the fieldwork with interviews, observation and document analysis, the thesis examines the status of knowledge in the seaweed industry. The empirical findings that have been made are based on 14 informants with different connections to the industry. Furthermore, secondary sources such as research reports, media reports, websites, government reports and organizational reports have been used. The empirical data acquired from the fieldwork is analysed through the vision of sustainable development, the theory of multi-level transitions, theories that belong under the umbrella of circular economy, and at the same time linked to cluster theory. Moreover, this thesis will look at what challenges and opportunities arise in the development of this industry, and especially regarding market development. The major findings show that the structural characteristics are showing signs that the seaweed industry in Norway is a newly established industry. This thesis argue that a modernization of institutional frameworks associated with this part of aquaculture is required. The industry seems to be characterized by a lack of sufficient knowledge and experience in commercial cultivation of seaweed. An upscaling of the entire value chain in the seaweed industry in Norway is needed, including developing a larger market, product development, technology development and development of various methods. One of the solutions can be active use of knowledge clusters, where actors share knowledge and experiences. The seaweed industry must grow in line with market development. This means that an upscaling of production must take please at the same time as the market expands. In accordance with sustainable development, more research on potential environmental effects of seaweed cultivation must take place, in order to prevent any adverse environmental effects. More research is also needed according to areas of application, which have so far been a bottleneck for business development in the economic and ecological sense.
