dc.description.abstractFormålet med denne studien var å undersøke hvordan Fylkesnemnda for barnevern og sosiale saker forstår og vektlegger kultur og medvirkning i fylkesnemndsvedtak, hvor formålet var fosterhjemsplassering av barn med etnisk minoritetsbakgrunn. Studien undersøker hvordan informasjon om barnets kulturelle bakgrunn fremkommer i fylkesnemndas slutninger, samt hvordan barnets stemme fremkommer og blir vurdert av fylkesnemnda. Studien er en kvalitativ dokumentanalyse av 21 vedtak fra fylkesnemnda. For å analysere utvalget benyttet vi innholdsanalyse, og tematisk analyse. Vi fant at fylkesnemnda i de fleste vedtakene tok hensyn til barnets kulturelle bakgrunn. Det var varierende hvilken informasjon fylkesnemnda trakk frem, og la vekt på. Det var tydelig at fylkesnemnda vurderte at barnets biologiske familie var viktig for å opprettholde kontinuitet av kulturell bakgrunn, men noen ganger ble ansvaret tillagt kommunen eller fosterhjemmet. Funnene våre tyder på at barna sjelden ble plassert i fosterhjem med lik kulturell bakgrunn, og at fylkesnemnda i liten grad reflekterte rundt kulturell matching. Videre fant vi at fylkesnemndas forståelse og vektlegging av medvirkning kom frem i varierende grad. Et funn var at barn flest ønsket å uttale seg og at de fikk muligheten til det, enten gjennom en talsperson eller som part i egen sak. Alder var en faktor som påvirket nemndas vurderinger av barnas uttalelser og ønsker, der eldre barn tilsynelatende fikk viet større plass i vedtakene. I noen fylkesnemndsvedtak vurderte fylkesnemnda at behovet for sikkerhet og beskyttelse måtte stå høyere enn å etterkomme barnets ønsker.
dc.description.abstractThe purpose of this study was to investigate how the Norwegian county social welfare board understood and emphasized culture and children’s participation, when making decisions concerning placements of ethnic minority children. The study investigates how information regarding the children’s cultural backgrounds come to light, how the child’s voice is accounted for, and how the county board reviews the children’s voices. The study is a qualitative document analysis of 21 decisions from the Norwegian county social welfare board. Analysis was based on a combination of content analysis and thematic analysis. This study showed that the county board mentioned and emphasized cultural background in their decisions, though the information they emphasized varied. Contact with the biological family was considered the most important way for the child to experience continuity of their cultural background. In some cases, the child welfare service or foster care program was given the responsibility for continuity of cultural background. Findings showed that children seldom were placed in foster care arrangements with the same cultural background as themselves, and the county board rarely took cultural matching into account. It was also found that the county board understood and emphasized children’s participation in making placement decisions to varying degrees. One important finding was that most children wanted to express themselves, either by themselves or via a spokesperson. The age of the child affected how the county board assessed the children’s voices and wishes, where older children’s statements were often given more weight in the decisions. The county board assessed that they sometimes could not comply with the children’s wishes, due to the need to prioritize children’s safety.
