dc.description.abstractI denne oppgaven har målet vært å kaste lys over politiske aktørers forståelse, diskusjon og forvaltning av arter. Forholdet mellom et vitenskapelig kunnskapsgrunnlag og politikk har blitt utforsket, og et mål har vært å få innsikt i konflikter og argumentasjon som er benyttet. For å oppnå dette har to tema vært belyst: Naturvernlovgivning og rovdyr. Dokumenter fra politiske aktører har utgjort kildematerialet. Jeg argumenterer for at forvaltning og forståelsen av arter har gjennomgått endringer. I 1970 var det tilstrekkelig å ivareta truede dyrearter ved å frede dem fra menneskelig inngripen. I 2009 var alt artsmangfold, truet eller ikke, ansett som viktig å ivareta gjennom bærekraftig bruk og vern. Alle arter var en del av et økosystem, og økosystemene var viktig for menneskenes videre samfunnsutvikling og overlevelse. Dette impliserte at alle arter og hele natursystemet ble viktig på en ny måte. Jeg har sett at denne endringen er en del av et nytt syn på hvorfor naturen var viktig å bevare, og at vitenskapelig, globalisert kunnskap hadde betydning for denne endringen. Rovdyr, på den andre siden, ble forstått som annerledes enn alt annet artsmangfold. Disse dyrene generte en annen politisk debatt. Deres forhold til mennesker var annerledes, og de kunne representere en trussel mot mennesker fordi de besatt en makt ingen andre arter hadde. Rovdyrene ekspanderte inn i den menneskelige sfære, mens andre arter var et objekt for menneskelig ekspansjon. Rovdyr ble gjennom aktive handlinger av politiske aktører separert fra annet artsmangfold, og diskutert som et eget politisk felt. Hvordan natur blir diskutert, forstått og forvaltet er et resultat av tolkninger av den, og er ikke gitt på forhånd.
dc.description.abstractIn present time there is pressure on biological diversity and species in Norway. This is part of larger, global issues related to the decline of nature, environmental issues and climate change. This has impact on the human lifestyle and our relationship to nature. These changes are therefore important and interesting to study in a historical perspective. This study has aimed to shed light on political participants understanding, discussion and actions toward species. In addition the relationship between a scientific knowledge base and politics have been investigated. My goal has been to gain insight in conflicts and arguments related to the management of species. To achieve this, two main themes have been the subject of investigation: Nature conservation laws and the management of predators. Documents from political participants have been my main source of information. I argue that the management of species have been the subject of change. In 1970 it was considered sufficient to preserve endangered animal species by shielding them from human action and influence. In 2009 all species, endangered or not, were considered important to preserve. All species were part of an ecosystem, important to the human society in a fundamental way. This implied the importance of regulations and controlling all parts of nature, including how looking after species has been considered efficient. I have found that this change are related to a new view on why nature is important to preserve, and that global natural science have an influence on this view. Predators, on the other hand, are viewed as dissimilar from all other species. They generate another debate: Their relationship to humans are different. These species can be seen as a threat against humans because they embody a different form of power than any other species. They expand into the human sphere, where other species are a subject of human expansion. Therefore, predators are separated from the management of other species. This is the result of actions from political participants. The analysis shows how nature are discussed, understood, and managed as a result of interpretations, and not a given fact.
