Kommunal kriseledelse i møte med naturhendelser og økt klimarisiko - Erfaringer fra fire kommuner i Vestland

Abstract

I dette prosjektet har vi undersøkt hvilke utfordringer fire små kommuner i Vestland fylke opplever i møte med naturhendelser og økt klimarisiko. Innledningsvis tar vi utgangspunkt i aktuell kunnskap om juridiske, organisatoriske og operative forhold som rammer inn de fire forskningsspørsmålene vi ønsker å belyse. Det empiriske grunnlaget for analysene består av dokumentanalyse av kommunenes Risiko og Sårbarhetsanalyser (ROS) og beredskapsplaner. I tillegg har vi også intervjuet de fire kommunedirektørene, som også er ledere av KKL, i egen kommune. Dokumentanalysen viser at alle kommunene har planer i tråd med gjeldende lovverk og de beskriver naturhendelser og økt klimarisiko. Det foreligger planer for øving, evaluering og samhandling. Intervjuene nyanserer bildet og viser at alle kommunene anerkjenner viktigheten av beredskapsarbeid, både i teori og praksis, men at de alle strever med å prioritere dette arbeidet i konkurranse med mange andre lovpålagte oppgaver. I tillegg la kommunene vekt på at ressurssituasjonen og økonomien er presset, noe som forsterker utfordringen med å jobbe systematisk med samfunnssikkerhet og beredskap. Oppsummert viser studien at selv om alle de fire kommunene hadde gjennomført lovpålagte oppgaver som å etablere ROS analyse og beredskapsplaner ble systematisk øving og trening av kommunens kriseberedskap ofte nedprioritert til fordel for mer presserende driftsoppgaver. Ingen kommuner har gjennomført øvelser i egen regi de siste årene. Dette er identifisert som et forbedringsområde. En kommune beskriver det slik; «Vi har et bra system i teorien, og vi har et bra system på hvordan og rekkefølgen, men det er for lite tid til øvelser».

In this project, we have investigated the challenges four small municipalities in Vestland county experience in the face of natural events and increased climate risk. Initially, we start with current knowledge of legal, organisational, and operational factors that frame the four research questions we wish to elucidate. The empirical basis for the analyses consists of document analysis of the municipalities' Risk and Vulnerability Analyses (ROS) and emergency preparedness plans. In addition, we have also interviewed the four directors of the municipalities who are also leaders of KKL, in their own municipality. The document analysis shows that all the municipalities have plans in line with current legislation and they describe natural events and increased climate risk. There are plans for practice, evaluation, and interaction. The interviews nuance the picture and show that all the municipalities recognize the importance of preparedness work, both in theory and practice, but that they all strive to prioritize this work in competition with many other statutory tasks. In addition, the municipalities emphasized that the resource situation and the economy are under pressure, which reinforces the challenge of working systematically with social security and preparedness. In summary, the study shows that even though all four municipalities had carried out statutory tasks such as establishing ROS analysis and emergency plans, systematic practice and training of the municipality's crisis preparedness was often downgraded in favor of more urgent operational tasks. No municipalities have carried out exercises under their own auspices in recent years. This has been identified as an area for improvement. One municipality describes it as follows; "We have a good system in theory, and we have a good system of how and in what order, but there is too little time for exercises".
