With the approval of the Paraguayan Constitution of 1992, the indigenous communities acquire constitutional rights for the first time in their history. It was a great legal conquest that opened a new horizon to the situation of these people. However, these constitutional rights have not always converted into an improvement in the conditions of this groups. In this master's degree, I intend to discern which government policies have been addressed to indigenous communities since the 1992 constitution to the present, analyzing their degree of implementation and effectiveness. The analysis will be realized in a historical context of the relations between the state and the indigenous collective from the time of the colony until today. I will try to understand the situation of the native people within the process of national construction. In this thesis the main demands of these groups will be emphasized. The purpose of this thesis is to know if the indigenous policies have served for a political, economic and social development of the natives. To achieve the objective of this research, I have read literature about the topic. I have also traveled to Paraguay to do a field work, where I interviewed people with different positions related to the indigenous groups. Their vision has been very prominent to obtain a close and authentic image to the situation of these people.en_US
