In the autumn of 2006 the Curriculum Reform Kunnskapsløftet was born, and with it the idea of five basic skills. Reading, writing, mathematics, oral presentation and data skills would serve as a mainstay in all subjects, from elementary school until high school. Following the introduction of the reform, several different studies set focus on the implementation of these basic skills. Most of the reports came to rather gloomy conclusions: The basic skills had not been implemented into practice in the way the curriculum reform had intended (Dale et. al 2009, Hodgson et. al 2010 and Aasen et. al 2012). In this study I will once again set focus on one of these basic skills, with the main issue: To what extent are teachers in high school reading tutors? This main issue will be concretized through four research questions: - How do teachers understand and interpret the curriculum's mandate as reading tutor? - Which attitudes do teachers have towards the curriculum's mandate as reading tutor? - How has the mandate as reading tutor changed the teachers teaching practice? - Is there any correlation between teacher`s gender, teaching subjects, educational background and years of teaching practice and the way they interpret, think about and exercise their mandate as reading tutors? The theoretical backdrop to finding answers to these questions consists of theory theming reading, curriculum implementation and the introduction of Kunnskapsløftet 06. The empirical approach is through a mixed method design. The main empiricism comes from a survey among 105 teachers in high school. After the survey, a focus group interview with five teachers has been held. The main aim was to discuss and reflect upon some of the main findings from the survey. Altogether, this data material would be able to say something about correlations and trends, in addition to trying to understand and explain these exact correlations. One of the most distinct findings in this study is that among the informants there exists a relatively great confusion when it comes to concepts such as reading, reading as a basic skill and reading tutoring. This also causes a vague understanding of the mandate as reading tutor. Further, it appears that this conceptual confusion also affects the attitudes that the informants have towards reading as a basic skill. Most of them are positive towards the idea that reading is important in all subjects, but they are gradually less positive the more directly it concerns their own role and responsibility as a reading tutor. When they do not see their own responsibility clearly, they do not exercise the mandate in practice. The study has also shown some significant findings conserving the mandate as reading tutor and the four independent variables gender, teaching subject, educational background and years of teaching practice. Most clear is the correlation when it comes to teaching subject, where the language teachers have a more clear understanding of the concept, show more positive attitudes and exercise their mandate as a reading teacher to a greater extent than the science teachers. In addition, there is a clear trend that women are largely more positive to the mandate as teachers of reading than men, but they are still not practicing it to a larger degree. When it comes to educational background, the teachers with a traditional teacher education, stand out, both by showing attitudes that are more positive and by practicing the mandate as reading tutor more than those with other educational backgrounds. Years of teaching practice does not, on the other hand, seem to correlate particularly neither to the understanding of, the attitudes against nor to practicing of the mandate as reading tutor.en_US
