Kode raud for norsk oljepolitikk? Legitimeringsmodalitet, institusjonelle logikkar og organisasjonsteoretiske perspektiv Norsk oljepolitikk sin legitimeringsargumentasjon i lys av den sjette hovudrapporten frå FN sitt klimapanel

Abstract

Den norske sommaren i 2021 var prega av bekymringar kring dødsfall grunna ekstremvær i europeiske naboland og oppstart av valkamp då den sjette hovudrapporten til FN sitt klimapanel vart lansert (AR6). Omgjevnadane skapte auka press på legitimiteten til norsk oljeverksemd i møte med AR6. Korleis søkjer Oljenasjonen Noreg ved sine politiske parti å legitimeringsargumentere kring norsk oljepolitikk i møte med AR6? Spørsmålet blir her svara ved å kombinere teoretiske perspektiv og logikkar frå organisasjons- og institusjonellteori med metodisk inspirasjon og modalitetsverktøyet frå dialektisk-relasjonell kritisk diskursteori. Studiet utformer med dette fire logikkar og tilhøyrande modalitetar for å fange logikkane: instrumentell hierarkisk-, instrumentell forhandlings-, institusjonell kultur- og institusjonell mytemodalitet og -logikk. Studiet finn grunnlag for å hevde at legitimeringsmodalitet er eit relevant omgrep for å fange essensen av legitimeringsargumentasjonen som går føre seg kring norsk oljepolitikk i møte med AR6.

The Norwegian summer of 2021 was marked by concerns surrounding deaths due to extreme weather in neighboring European countries and the start of the election campaign when the sixth main report of the UN's climate panel was launched (AR6). The circumstances created increased pressure on the legitimacy of the Norwegian oil industry in the face of AR6. How does the Norwegian Oil Nation, through its political parties, seek to legitimize Norwegian oil policy in the face of AR6? The question is answered here by combining theoretical perspectives and logics from organizational and institutional theory with methodological inspiration and the modality tool from dialectical-relational critical discourse theory. The study thereby designs four logics and associated modalities to capture the logics: instrumental hierarchical, instrumental negotiation, institutional culture and institutional myth modality and logic. The study finds grounds for asserting that legitimation modality is a relevant concept to capture the essence of the legitimation argumentation that takes place around Norwegian oil policy in the face of AR6.
