Abstract

Sports betting in Norway has a unique position as it has monopoly over all sports betting in the country. The company Norsk Tipping has contributed to billions of Norwegian kroner to sports, health, culture, and other socially beneficial purposes. Since its beginnings in 1948, the company has grown to become a vital part of Norwegian sports’ ability to build and refurbish sport facilities throughout the country. The main aim of the thesis is to gain a better understanding of why there were different outcomes to the law proposals in 1937 and 1946. The law proposals would create a state-owned company that had a monopoly on sports betting in Norway. The profit the company generated was to be distributed around Norway to build sport facilities. The law proposal in 1937 got denied by vote while the one in 1946 got approved by vote. There was a significant difference in the voting which leads us to believe that there was substantial change in what people thought of the proposal. This master thesis aims to understand how the company got started by analyzing the law proposals from 1937 and 1946. To understand this there is a need to also research how sport betting was shaped in the period before the legalization and monopoly in 1946. The second chapter in the thesis aims to give an understanding of illegal sports betting in Norway in the period of 1934 to 1937. Chapter three and four research the reasons behind the different outcomes of the law proposals in 1937 and 1946 in each chapter. Chapter five concludes the thesis by comparing the reasons found in chapter three and four and finding an answer to way there were different outcomes in the law proposals.
