Sosial bærekraft i alt vi gjør: En kvalitativ studie om to kommuners arbeid med sosial bærekraft

Abstract

Bakgrunn: En av de store utfordringene Norge står overfor er å skape et bærekraftig samfunn. Folkehelsearbeidet har en særskilt rolle i å skape sosialt bærekraftige samfunn, og folkehelsearbeidets innsats er en forutsetning for å lykkes med sosiale bærekraftsmål. Til tross for at de tre bærekraftsdimensjonene er like viktige, har den sosiale dimensjonen fått minst oppmerksomhet og begrepet sosial bærekraft er underutviklet.

Formål: Studiens formål var å undersøke kommunale ansatte sine forståelser og anvendelser av sosial bærekraft i folkehelsearbeidet. Studien hadde også til hensikt å undersøke begrepsinnholdet og videreutvikle kunnskapsgrunnlaget om betydningen av sosial bærekraft i folkehelsearbeidet.

Metode: Studien er en case-studie av to kommuner og har et kvalitativt forskningsdesign. Datamaterialet ble innhentet fra semistrukturerte intervjuer av 16 kommunale ansatte.

Resultater: Bærekraftig utvikling gjennomsyret det kommunale arbeidet i både Stad og Kvinnherad. Kvinnherad vurderte de tre bærekraftsdimensjonene i sine saksutredelser, mens Stad tok mindre hensyn til den sosiale dimensjonen. Selv om sosial bærekraftbegrepet ikke ble anvendt blant ansatte, arbeidet kommunene sosialt bærekraftig. Det eksisterte ingen felles kommunal definisjon av sosial bærekraft og ansatte hadde ulike forståelser av begrepet. Ansatte opplevde sosial bærekraft som diffust og vanskelig, og flere anvendte alternativ terminologi.

Avslutning: Selv om sosial bærekraft og folkehelse har mye til felles, er det fordelaktig at sosial bærekraft implementeres på lik linje med folkehelse. Implementering av sosial bærekraft vil føre til at bærekraftperspektivet blir ivaretatt, noe som vil styrke folkehelsearbeidets evne til å ivareta helsen til den fremtidige befolkningen.

Background: Norway is currently facing challenges in creating a sustainable society. Public health work has a major role in creating socially sustainable societies, and it’s a prerequisite for the success of social sustainability goals. Although the three dimensions of sustainability are equally important, the social dimension has received the least amount of attention and social sustainability is underdeveloped.

Objective: The purpose was to investigate municipal employee’s understandings and applications of social sustainability in public health work. Furthermore, the study investigated the term and sought to develop the knowledge about social sustainability in public health.

Method: The study employs a qualitative research design, using case-studies from two municipalities and data material from 16 semi-structured interviews with municipal employees.

Results: Sustainable development affects municipal work in both Stad and Kvinnherad. Kvinnherad proactively used all three dimensions of sustainability in their work, while Stad paid less attention to the social dimension. Although a term not used by employees, the municipalities portrayed socially sustainable. No common definition of social sustainability was found, and employees had different understandings of the term. The term was found vague and difficult, and several participants used alternative terminologies.

Conclusion: Regardless of similarities, social sustainability and public health should be appreciated separately, with equal implementation magnitude. Implementing social sustainability will ensure that the sustainability perspective is addressed, whilst generating positive effects on the strengthening of public health work’s ability to look after future generation’s health.
