dc.description.abstractCircular public procurement can serve as a tool to meet environmental, social, and economic goals. Public procurers can play a key role in the transition to a circular economy by incorporating environmental and social considerations into their procurements. Through interviews and case studies, this study examines how municipalities implement circular economy principles in their procurement practices, based on experiences and practices. The study focuses on three cases from two Norwegian municipalities that illustrate this practice. The empirical findings are based on interviews with nine informants, all involved in public procurement, either directly or indirectly. Secondary data such as action plans, surveys, reports, and media articles have also been used. The main findings reveal several key insights and challenges in how municipalities implement circular economy principles in public procurement. The findings highlight the importance of a common understanding of the circular economy as a concept, while also emphasizing that geographical context, collaboration, and dedicated individuals are crucial in the work with circular public procurement. Public procurers have significant purchasing power, making it essential to have the competence to set detailed requirements and understand the effects of circular procurements, particularly regarding possible rebound effects.
