Industriell Symbiose; Strategier og Utfordringer

Abstract

Industriell symbiose er et tema som blir stadig mer dagsaktuelt i en verden med et endret miljøbilde som fokuserer på sirkulær økonomi og bærekraftig utvikling. Industriell symbiose som en utviklingsstrategi har tidligere vært tilfeldig benyttet i liten skala blant aktører, men med et endret verdensbildet ser vi at tiltak for å fremme industrielle symbioser skjer på både lokalt, regionalt, nasjonalt og globalt nivå.

Denne oppgaven har som formål å besvare to problemstillinger knyttet til bakenforliggende drivkrefter for etablering av industrielle symbioser, samt hva som er de sentrale barrierene symbioser møter ved etablering og drift på lokalt, regionalt, nasjonalt og globalt plan. Disse problemstillingene er valgt med intensjonen om å belyse deler av det geografiske aspektet ved industriell symbiose som annen forskning ikke har dekket. Oppgaven samler data fra annen forskningslitteratur og eget empirisk arbeid, for å formulere en teori som besvarer problemstillingene.

Funn knyttet til drivkrefter bak etablering viser at økonomisk vekst, det grønne skiftet, kunnskapseksport og fasilitering er de sentrale drivkreftene. Dette problematiseres noe og settes i perspektivet til næringslivet, forskere og statlige aktører. Når det kommer til problemstilling nummer to, viser oppgavens funn til en rekke utfordringer knyttet til både etablering og drift over de forskjellige planene, og setter disse i fem overordnede kategorier; økonomi, sosial, geografi, stabilitet og fasilitering. Funn tyder også på at fra regionalt plan og opp, er det fasilitering igjennom tiltak lokale aktører ikke har noen innflytelse over som er den største utfordringen for industrielle symbioser. Allikevel konkluderer oppgaven med at den største utfordringen for individuelle aktører som ønsker å drifte symbiotisk, er det komplekse samspillet utfordringene på lokalt plan utgjør.

Industrial symbiosis is a topic that is becoming increasingly relevant in a world with a changed environmental image that focuses on circular economy and sustainable development. Industrial symbiosis as a development strategy has previously been serendipitously used on a small scale among actors, but with a changed worldview we see that measures to promote industrial symbioses are taking place at both local, regional, national and global level.

The purpose of this thesis is to answer two issues related to the underlying driving forces for the establishment of industrial symbioses, as well as identifying the central barriers that symbioses encounter when establishing and operating from a local, regional, national and global level. These issues have been chosen with the intention of illuminating parts of the geographical aspect of industrial symbiosis that other research has not covered. The assignment collects data from other research literature and own empirical work, in order to formulate a theory that answers these issues.

Findings related to driving forces behind establishment show that economic growth, the green shift, knowledge export and facilitation are the central driving forces. This is somewhat problematized and put in the perspective of business, researchers and government actors. When it comes to research question number two, the thesis' findings point to a number of challenges linked to both establishment and operation of the various levels, and put these into five overall categories; economy, social, geography, stability and facilitation. Findings also indicate that from a regional level and upwards, it is facilitation through measures over which local actors have no influence that is the biggest challenge for industrial symbioses. Nevertheless, the thesis concludes that the biggest challenge for individual actors who want to operate symbiotically is the complex interaction the challenges at the local level pose.
