Abstract
If the poor are to participate in civil society, thechallenge is to build bridges between the world of the poorand the world of the non-poor, and to secure a two-waytraffic across those bridges.Poverty can neither be eradicated, nor alleviated,without such bridges being established. The poor aremarginalized from civil society, butcauses and manifestationsof poverty are woven into the way social and economicstructures are organized in the world of the non-poor.Therefore, poverty cannot be understood as a phenomenonisolated from society at large.
